01/01/10 - SUGAR PRICE HIKE WELCOMED SAYS JACOB GEORGE!
December 31, 2009 on 6:28 pm | In General | Comments OffI have nothing much to say except that this hike at 12.00 midnight is welcomed and long overdue!
My Minister and friends at the MDTCC are brave and forward looking policymakers and I fully support their call and move in this direction!
Syabas to them!
As I told the electronic and print media calling on me - it is time this is done because we want our citizens to be healthy and in good spirits!
Moreover the price of sugar in the international market has been so high and our government has been subsidizing this element for far too long!
This has led to smuggling activities across our borders which is a abuse of the subsidies given to Malaysians going to Thailand, Singapore and Indonesia!
Enough is enough!
Now we will watch out if business operators will use this price hike to inflate prices and if they do we will be there to extent them the full arm of the law in penalties!
In the meantime - WISHING ALL A BLESSED PEACEFUL NEW YEAR 2010!
TIME FOR A FOOD HANDLERS ACT IN MALAYSIA! (Part 2)
December 31, 2009 on 9:44 am | In General | Comments OffTIME FOR A FOOD HANDLERS ACT IN MALAYSIA! (Part 2)
Yes I sound like John the Baptist - a voice crying in the wilderness urging, appealing and screaming for a comprehensive Food Handlers Act in Malaysia!
The reasons are aplenty from the ineffectiveness of the Food Act 1985 which is outdated, to the sorry, corrupt and ineffectiveness of our enforcement and total invasion of this sector by foreigners from Indonesia, Bangladesh, Pakistan, Myanmar, Thailand, Africa, Middle East and West Asian countries to our own Malaysians!
With the reemergence of many once eradicated diseases – we need to question and seek answers to the present problems brought about by apathy, incompetence, corruption and sheer lack of political and professional will!
So if my appeal for a Food Handlers Act is favorable -
What do they cover?
The Regulations apply to all types of food and drink and their ingredients.
But some businesses - generally manufacturers of products of animal origin, such as dairies or wholesale fish markets - follow their own product specific regulations. These regulations are listed
Identifying and controlling food hazards
As the proprietor of a food business, you are expected to:
- make sure food is supplied or sold in a hygienic way;
- identify food safety hazards;
- know which steps in your activities are critical for food safety;
- ensure safety controls are in place, maintained and reviewed.
Controls do not have to be complex. There are systems that can be used by food businesses to ensure that hazards are identified and controls are in place.
For example - Hazard Analysis and Critical Control Points (HACCP) is one of a number of such systems.
The Regulations aim to set out basic hygiene principles, which are generally not new. But their emphasis is different from previous regulations. They focus more strongly on how to identify and control food safety risks at each stage of the process of preparing and selling food.
Rather than simply following a list of rules, the Regulations let you assess the risk to food safety and then apply controls relevant to your own situation.
This will work provided you are accountable and ethical!
But in all fairness - not all the requirements for the structure and equipment of food premises will apply to you.
Some are followed by the words “where appropriate” or “where necessary”.
For example, one provision states that, “where appropriate” floors must allow surface drainage. But where you have a system to ensure water does not build up, so that there is no risk to food safety, actual floor drains may not be necessary. So there is no absolute requirement to have them.
Basic requirements for food businesses
Food premises should: (and where *Malaysian food outlets fail!)
- be clean and maintained in good repair;
- be designed and constructed to permit good hygiene practices;
- have an adequate supply of potable (drinking) water;
- have suitable controls in place to protect against pests;
- have adequate natural and/or artificial lighting;
- have sufficient natural and/or mechanical ventilation;
- provide clean lavatories which do not lead directly into food rooms;
- have adequate hand washing facilities;
- be provided with adequate drainage.
Rooms where food is prepared, treated or processed should generally have surface finishes which are easy to clean and, where necessary, disinfect. This would, for instance, apply to wall, floor and equipment finishes. The rooms should also have:
- adequate facilities for washing food and equipment;
- adequate facilities for the storage and removal of food waste.
Of course, many of the Regulations are basic minimum hygiene standards which apply to every food business. But how they are applied still depends on the situation. For example, every food premises must be kept clean. But how they are cleaned, and how often, will be different for a manufacturer of ready-to-eat meals than for a bakery selling bread or even fast food outlets!
Supplies of raw materials
Do not buy or supply any raw materials if you think that even after sorting or processing they could make food unfit for human consumption. Any material which you suspect or know to be infected or contaminated with parasites or foreign substances to this extent should be rejected.
Quality of Water in food
There must be an adequate supply of potable (drinking) water, to be used whenever necessary to ensure food is not contaminated. In the vast majority of cases, this is supplied via the public water supply. But if there is any doubt about the quality of a water supply, you should seek advice from your local council Environmental Health Services.
Personal hygiene for food handlers
Anyone who works in a food handling area must maintain a high degree of personal cleanliness. And the way in which they work must also be clean and hygienic. Food handlers must wear clean and, where appropriate, protective over-clothes. Anyone whose work involves handling food should/must:
- observe good personal hygiene;
- routinely wash their hands when handling food;
- never smoke in food handling areas;
- report any illness (like infected wounds, skin infections, diarrhea or vomiting) to their manager or supervisor immediately.
If any employee reports that they are suffering from any such illness, the business may have to exclude them from food handling areas. Such action should be taken urgently. If you have any doubt about the need to exclude, you should seek urgent medical advice!
Employers must not send them to work fully knowing that they are ill as many do today!
Preventing food contamination
Food handlers must protect food and ingredients against contamination which is likely to render them unfit for human consumption or a health hazard. For example, uncooked poultry should not contaminate ready-to-eat foods, either through direct contact or through work surfaces or equipment.
Training and supervising food handlers
Food handlers must receive adequate supervision, instruction and/or training in food hygiene. Each food business must decide what training or supervision their food handlers need by identifying the areas of their work most likely to affect food hygiene.
Many of the guidelines in this guidance apply equally to food businesses trading from temporary or occasional locations like those under the tree, stalls, by hawkers, entrenched sites, canteens and so forth.
But because not all of them will be practical, there are also some slightly different requirements. However, wherever food is sold, two basic rules always apply:
- there should be adequate facilities to prepare and serve food safely; and
- food handling procedures should avoid exposing food to risk of any contamination.
Even some fast food and high end outlets are guilty of this from my observations.
I have repeatedly asked those operating under such licenses to read again the conditions of their franchise from the mother company in the United States, the UK, and Spain, Germany or the cold terrains of the North Pole!
Let us say – No to any more food poisoning incidences or worst the continued increase of diseases we had at one time eradicated!
JACOB GEORGE- TIME FOR A FOOD HANDLERS ACT IN MALAYSIA!(Part 1)
December 30, 2009 on 12:55 pm | In General | Comments OffJACOB GEORGE- TIME FOR A FOOD HANDLERS ACT IN MALAYSIA!
Yes, I sound like John the Baptist - a voice crying in the wilderness urging, appealing and screaming for a comprehensive Food Handlers Act in Malaysia!
The reasons are aplenty from the ineffectiveness of the Food Act 1985 which is ineffective and outdated, to the sorry, corrupt and ineffectiveness of our enforcement and total invasion of this sector by foreigners from Indonesia, Bangladesh, Pakistan, Myanmar, Thailand, Africa, Middle East and West Asian countries to our own Malaysians!
With the reemergence of many once eradicated diseases – we need to question and seek answers to the present problems brought about by apathy, incompetence, corruption and sheer lack of political and professional will!
So if my appeal for a Food Handlers Act is favorable - who is affected?
Anyone who owns, manages or works in a food business - apart from those working in primary food production such as harvesting, slaughtering or milking - is affected by these Regulations.
This would include anyone from the hawker, even those under make shift shelters and under trees, to the housing estate visiting hot dog van to school canteens right up to the five-star hotel/restaurant, from a village hall where food is prepared to a large supermarket or to a vending machine.
This is true whether you sell publicly or privately, in a hotel or in a marquee, for profit or for fund-raising.
Of course – I have not gone mad – these regulations do not apply to food cooked at home for private consumption. Every process which deals with preparing or selling food can be classed as a food business activity, including:
Preparation
handling
processing
packaging
manufacturing
storage
transportation
selling
distribution
supplying
Generally, anyone who handles food, or whose actions could affect its safety, must follow the Regulations.
This includes people who sell food (whether to retailers or to the public) and anyone who cleans articles or equipment which come into contact with food.
AUSTRALIA THE TARGET OF E-MAIL FRAUDS TODAY!

They also use big name multinational and blue chip companies like Chevron, Caltex, Shell and Esso!
They are easy to spot but credit to them for improving their brand of written English!

MISSING JET ENGINE - TIP OF AN ICEBERG OR AN ISOLATED INCIDENT?
December 21, 2009 on 3:55 pm | In General | Comments OffYes, today we have thieves and murderers in uniforms and silk suits!
Tip of an iceberg or an isolated incident?
The fact remains when one group wants their gaudy mansions, fast cars, designer clothes, international schooling, holidays abroad, first-class travel, overseas properties, offshore bank accounts, private jets and helicopters without having to work hard for it - this is a classic way to do so!
And they do it in such style putting the frauds in the African continent to shame!!
The shame and vulgarity of it all is instead of charging them for treason and theft - we are pussy footing or give them more honorifics!
We also give them their salary and pensions or reemploy them?
This is an embarrassment that was long coming despite the denials, double speak, attempts to divert them as opposition lies - but the case of incidents keep rising!
In any other highly moral and religious, civilized and accountable country we would have seen resignations - but not in Malaysia!
Perhaps, there are no more good men in Malaysia?
Perhaps, everyone have his or her fingers in some untouchable pie?
GOD HELP US!

MY FOOT PARK AT YOUR OWN RISK - VEHICLE BROKEN INTO AT SUPERMARKET!
December 16, 2009 on 6:38 pm | In General | Comments Off‘My foot - park at your own risk!’ - As far as I am concerned the supermarket owes consumers a duty of care to take all security precautions to safe guard their security and safety when they are in the supermarket compound be it supermarket proper or the car park!
We have already gone through this one after the henious crime committed on Canny Ong - remember!
Did the supermarket not have security guards?
What about CCTV?
If the break in took place inside the supermarket perimeters their security guards and CCTV must have captured the incident with the car alarm going off?
Did you make a police report?
Questions Questions and more Questions!
My philosophy is simple if the said supermarket cannot provide me a consumer security I will boycott that supermarket - period!
More so if the idiots sing that old irrelevant slogan -’ Park at your own risk!’ - Dr Jacob George
Dear Dr Jacob George,
While I was shopping in a supermarket, a thief broke into my car and stole my bag.
My car was parked in the supermarket car park.
When I told the supermarket security about this, they said that they are not responsible and that there was a notice by the supermarket management saying ‘park at your own risk’.
Is this legal?
Should the supermarket not be responsible for the safety of the customers’ vehicle and belongings?
I sent a fax to the supermarket on the 7th of Dec 2009 but up to this day I have still not received a response from them.
My bag contained several valuables and my car was damaged.
The total financial loss to me amounts to RM1000.
I am now seeking your advice on this matter.
Is it legal for a supermarket to simply evade their responsibility in ensuring the security of their own premises by putting up a notice saying ‘Park at your own risk’?
Thanks and awaiting your reply.

DEATHS, BLOTCHED SURGERIES - SACK THE UNQUALIFIED IN OUR HOSPITALS? (Part 1)
December 16, 2009 on 10:23 am | In General | Comments Off
The solution is extensive peer review, accreditation by the lead surgeon and his chosen team of qualified consultants, the removal even sacking of trainees who cannot take instructions and orders - and – certainly not just on the background of the persons but also the very rational whether the decision and need to perform the invasive procedure!
I know I am saying this where shockingly in some countries even organ transplantation has become big business and registered at the stock exchange or a public listed entity – shocking, vulgar, an abuse but true – today all because of GREED!
In Malaysia - most importantly – the politicians especially medically unqualified people like the present Minister of Health (the worst health minister we have had!) should not intervene by giving ‘surat sokongan’ and other ‘niceties’ totally frowned upon and vulgar in the civilized and professional world of responsible and accountable healthcare administration and Management!
Among my Christmas checklists Prime Minister Datuk Seri Najib Tun Abdul Hj. Razak sir (Pak Jib) are:
1. Dr Chua Soi Lek returns as Minister of Health. He was the very best and he will flush out all the nonsense and put us back on track – period!
2. Tan Sri Dato Dr Ismail Merican be made Senator and appointed Minister of Health. I have full confidence in his no nonsense quality and professional approach!
3. This is a far shot – I be made a senator and Minister of Health – and ‘turn me loose’ – I will pick up the pieces where both the above two gentlemen leave off!
- Dr Jacob George
ON RISING DEATHS, BLOTCHED SURGERIES AND THE UNQUALIFIED PERFORMING OPERATIONS IN OUR HOSPITALS?
How much does the average patient or the respective families know about those who are treating their loved ones in Malaysian public hospitals?
These could be surgeons performing the said operations, of the assisting anesthetist and others supporting during an episode.
Truly, how much do we know about these individuals?
I am seeking an answer not just on the background of the persons but also the very rational whether the decision to perform invasive procedure was necessary?
My first concern has always being who is the person who is performing the operation and is that person really academically and clinically qualified (certified by peers) – my two important qualification and limbs?
Having academic qualifications alone is not sufficient!
If anyone out there thinks that I am not qualified to raise that question think again!
As a consumer advocate with over 38 years experience and addressing all kinds of consumer grouses and policy deliberations and having personally monitored all Malaysian public hospitals from 1977 and its issues raised repeatedly in the mainstream media I think I know what I am talking about!
Now – are there individuals mostly doctors and surgeons operating in Malaysia without qualified certification and in some cases blatantly using powerful politicians and members of Royal families to endorse this endeavor?
Let me get specific!
Are there foreigners from unrecognized medical colleges employed to teach in Malaysian teaching hospitals run by the Higher Education Ministry who are also performing surgeries and other procedures?
If this is so why is it happening?
There are also allegations of blotched surgeries, of deaths or worst the attempt to cover up such misadventures?
There are stories of trainees selecting where they want to be trained and under whom and some indulging in plain unadulterated misrepresentation even while a trainee – what nonsense and what kind a surgeon will this person be in the future!
Please do not deny neither challenge me to name cases and incidence it will be very embarrassing as many in the ‘powerful power group of the MOH’ found out in the 77’s -90’s to their horror!
There are allegations of blotched surgeries from private hospitals ending up for review and damage control at public hospitals, cases from within public hospitals repeating itself because action has not been taken or worst when those brought in to only teach at our medical faculties decide to also practice!
This must be addressed and those involved dealt with!
I maintain that all doctors and surgeons from what ever disciplines must be regularly accredited by the select committee of lead surgeons in this country before they are allowed to participate in any operations within!
I maintain that there should also be a review of mortality rates in all government and private hospitals in this country undertaken by another select committee comprising not only the accredited local experts, but renowned authorities from abroad, local consumer advocates and others periodically!
When there are cases of blotched surgeries there is no question why the person (s) involved should be also suspended and sent for retraining and review before being allowed to operate again by the select committee of experts!
My pertinent question is this happening in Malaysia today?
Since I know only too well that it is not let me get on to the next question?
Can we start now?
First we need to immediately suspend all doctors and surgeons from unrecognized medical colleges or universities from performing surgeries in all three kinds of hospitals in Malaysia – public, teaching and private!
And second it is time we had a nationwide register on mortalities in the country’s hospitals be it public, teaching or private.
It is time to put into cold storage and review all those who are not qualified and the need more so in the public interest!
As far as I am concerned whether it is a teaching hospital, private or public – the prerogative and power must be with our Ministry of Health to decide – period!
Many have forgotten the golden rules of what I will call ‘Jacob’s 9 Patient Charter Principles’ namely:
- RESPECT: Respect, dignity and consideration always being the hallmark.
- SAFETY: We should promote safe and competent care
- ACCESS: There should be equity of access to public healthcare.
- COSTS: The costs should be fair and reasonable leaving no room for profiteering!
- COMMUNICATION: Communication is paramount and should be the trade throughout the period of patient care!
- INFORMATION: Information on treatment, services, care should be constant and periodically updated!
- PARTICIPATION: This facilitates informed decisions and choices
- PRIVACY: There should an assurance that personal data and information is secure!
- REDRESS: There should be a professional mechanism having care and concerns addressed!
TMNET - WHY NOT ANSWER CONSUMER’S QUESTION?
December 15, 2009 on 1:04 pm | In General | Comments Off‘I cannot but feel ashamed every time I read such letters.
Where is the corporate responsibility and governance?
Where is there the claimed accountability and transparency?
Many of our GLCs are today behaving like ‘little Napoleans’ as well - they think they are also politicians - or at least have the ‘protection’ of several corrupt and racist ones to continue behaving and operating a corporate culture which is disgusting, despicable and disliked by both paying consumers and foreign investors!
The world is today a flat land remember - already we have been left far behind by even poor nations of the past, like Cambodia, Vietnam and perhaps soon even Sri Lanka!
The only ‘foreign investor’ of the future here will be both ‘Pakistani, Bangladesh workers’, prostitutes from former Russian states, China and the fraud specialists from the African continents at this rate!
‘Padan Muka!’ - Dr Jacob George

Dear Dr Jacob George,
Greetings and Merry Christmas to you and your fine team addressing consumer grouses!
I have been complaining about TMNET’s unfair restriction to certain file sharing online services and failed to get a satisfactory explanation from them.
I would appreciate your advice as to whether I have any chances of asserting my consumer rights and winning the case if it ever goes to the Tribunal for Consumer Claims.
The emails below are recent correspondences between TM Customer Support and I.
Looking forward to your advice.
Regards,
Lee Chee Keong
‘Dear Sir,
If you are not able to provide the list of websites that are subject to TMNET’s blocking/throttling, then please advise as to how a customer is going to know which web services that a customer intends to subscribe, will be jeopardized by TMNET’s unfair Fair Usage Policy (FUP)?
Bear in mind that these are mostly services hosted outside Malaysia and requires payment in foreign currencies.
Based on Rapidshare.com’s reply to me dated 12 Dec 09, rapidshare has indicated that they do not restrict download traffic for their clients.
The fact that many complaints have been received from their Malaysian clients only help to suggest that TMNET is the culprit behind the speed throttling from certain websites.
A copy of the email reply from rapidshare.com is attached to support my allegation.
Since I have also renewed my 3-month subscription to Rapidshare.com service on 13 Nov 09 (to expire on 12 Feb 09), I would like to seek compensation from TMNET for an amount equivalent to Euro 16.99 for the loss of use of the 3-month subscription service (email from PayPal.com for the payment is enclosed below).
My claim is based on TMNET’s failure to inform its customers on what specific types of online services is forbidden and blocked by TMNET, therefore resulting in financial loss to me, for unknowingly subscribing to such service which has been “blacklisted” by TMNET.
My justification for TMNET’s compensation is supported by the following rationales:-
a) TMNET’s FUP does not specifically spell out the list of services that are subject to any bandwidth restriction/throttling by TMNET. Customers acting in good faith to purchase online services could be potential victims of TMNET’s arbitrary blacklisting of certain online services without the knowledge of its customers.
b) The scope of TMNET’s FUP is not clearly defined and vaguely covers peer-to-peer (P2P) services only, with no specific mention of other services such as file-sharing, etc.
c) Actual bandwidth usage is not communicated to each TMNET customer and TMNET’s merely and unfairly applies a “blanket” blacklisting/throttling of services. This will in certain way, unfairly penalize customers with low bandwidth usage. Does TMNET provide any tool to help customers keep track of their bandwidth usage?
d) TMNET does not define what constitutes “high” or “low” bandwidth usage by its customers. Is there a threshold known only to TMNET and not made known to its customers? Why is TMNET so secretive about such thresholds? Even relatively new internet service provider such as P1Wimax informed its customers upfront of its bandwidth threshold.
I hope that TMNET can really provide a list of “blacklisted” services to prevent further financial losses to its customers.
Also, it is my wish to see that my request for compensation is favourably considered by TMNET. In the event that TMNET is not agreeable to such request, kindly provide the name and contact details of TMNET’s authorized personnel for subsequent correspondence in relation to escalation of this matter to the Tribunal of Consumer Claims.
Lastly, my view is that limiting customer’s bandwidth should not be a long-term solution by TMNET to manage server congestion.
Ultimately, TMNET should aggressively embark on network expansion plan to cater for higher bandwidth load to meet the government’s call for better broadband utilization (especially High Speed Broadband).
The current state of broadband infrastructure to close to “pathetic” and Malaysian home users are not as lucky as their Singaporean counterparts who can enjoy up to 15Mbps of broadband speed from home (info is extracted from SingTel’s website). At my area of residence, looks like I may have to wait for a couple more years for TMNET to offer its 4Mbps package (assuming no further delays on TM’s part, in its upgrading exercise).
Looking forward to TMNET’s response as soon as possible.
Regards,
Lee Chee Keong’

2003 FLASH BACK - INDIA-MALAYSIA – RAIL DEAL FIASCO? (Part 2)
December 13, 2009 on 11:06 am | In General | Comments Off‘Will a friend be betrayed? And new embarrassing issues emerge in 2009-2010 - I sincerely hope not! This time it may be really bad?’ - Dr Jacob George
| FLASH BACKS - INDIA-MALAYSIA – RAIL DEAL FIASCO?
The only difference last time it involved both Asian giants, India and China! And the cause of it all, the “inexplicable” delay of the letter of awards for the Malaysian stretch of the high-speed Trans-ASEAN Railway project connecting Singapore with China’s Kunming. The said MoUs was signed in May 2001, where India is reported to get $2.63 billion for laying double tracks for a stretch of 338.8 kilometers from Ipoh to Pedang Besar, called the Northern Grid, and China $2.1 billion for the southern grid to build 297km from Seremban to Johor Baru in the south. But, the problem is, despite the memorandum of understanding (MoUs) being signed with India’s government-owned International (Indian) Railway Construction Co (IRCON) and China Railway Engineering Corp (CREC), the matter was still on the negotiating table after two years and with no end in sight, with “new complications”, recent reports in the Malaysian media, that the projects will be undertaken by a Malaysian group, who is strongly connected to the ‘Father of Modern Racism’ and other Malaysian political elites, was highly publicized internationally! To add to the then confusion, ill advised comments pertaining to the project coming from a “junior” politician, appointed on a hot political seat and cabinet position, sends “shock waves” to senior policymakers associated with the project from China and India!I must add that “diplomatic niceties” were ignored, when comments were unilaterally made, without first advising, either, New Delhi or Beijing! Among the media statements then that irritated me was one, which appeared in Mail money of the Malay Mail July 12, headlined ‘Bidding War For Rail Job Hots Up’. But, senior policymakers associated with the said project in India and China has asked me - “What Bidding War?’ To them, these comments and statements were irritating and obviously clear, that someone was totally “misinformed and firing away on political blank cylinders, with all forms of claims, like loose cannon” and without hesitation, that the comments published locally and circulated abroad, may result in ”reprisals of an economic kind!” Ironically, all these comments have also come, after public comments at a recent International Transport Conference in Kuala Lumpur by former Transport Minister, Ling Liong Sik and the Managing Director of KTMB reiterating, that the Letter of Award would be given to both IRCON and CREC “very soon”! For the record, not a single meter of track has been laid in Malaysia then for the high-speed Trans-ASEAN Railway, although the initial work by a Malaysian company involved for the Rawang Ipoh stretch, has run into severe problems, delays and the cost “sky rocketing” - a common ingredient, when certain, “politically connected companies” are awarded multi million ringgit projects! If this project fails to take off, as Malaysia haggles over the price of palm oil price - the currency of payment for the contracts worth RM18 billion (US$4.73 billion)or worse, India and China decide “enough is enough” and pull out, it will result in damage on three fronts! It could leave retiring Prime Minister, Mahathir Mohamad, in an “embarrassed position” internationally ,we could expect trade repercussions from India and China or our non compliance of an well publicized MOU with two foreign governments would make us a pariah, among nations and others may fear to, in future, get involved in any bilateral agreements for fear that “local considerations and politics”, could derail, even international undertakings! The legal implications were massive! Interestingly, then while the Malaysian ”Sam Blacks and Double Js ” haggled over “the cost and politics of the day” - Thailand and Vietnam was ahead, with Vietnam laying tracks for the Vietnam-Cambodia sector rather fast! The irony however was - Malaysia as the secretariat then for the entire project has done nothing concrete! According to friends in New Delhi, policymakers there were upset at the then public - comments and statements made by Malaysians that there is indeed, a ”bidding war!” Or, is it the “figment of the imagination of an under worked mind of a politician”, a ‘sandiwara’ played out, by Malaysian predators, parasites and cronies - confusing the market - with half truths for their own agenda! The matter is further made difficult then, when, the name of Malaysia’s corporate “hotshot” Syed Mokhtar Al Bukhary, the alleged “new darling of the administration then was mentioned in this news reports emerging from Putrajaya! This is not new, as, in the past, we have had others names like “the Tajjudins and the Halims” been circulated linking them with other multi million ringgit government awards and we know where all that went these days? Some of them have been embroiled in controversies and one cannot, but wonder, whether new names would be added to that list and how “unhampered history”, will treat them. But, then to me, what is troubling about this transaction is the claims that it can be done by the group led by Malaysian Mining Corp Bhd (MMC) and Gamuda Bhd that will be 40% cheaper at RM14.5 billion, which the same report claims, is cheaper than the bids by both, Indian Railway Construction Co. and China Railway Engineering Corp. To make matters worse, newly appointed, Second Finance Minister, Dr. Jamaludin Jarjis, was also extensively quoted and whose comments, I am advised, has caused “severe irritation” in the corridors of power in New Delhi and Beijing! As such, international observers have claimed that Malaysia was playing ”high stakes poker” and added that, if there was a slip up - the Malaysian economy and its foreign image on a government to government basis, will be severely damaged and irreparable, since, the ones they will upset most is both China and India! For one, Malaysian politicians and policymakers - the “Jaguh Kampong” here, need to be blamed for this delay and fiasco. These “Jaguh Kampong” attempt to play at both ends from the middle in the railway deals with India in the north and China in the south of peninsular Malaysia is becoming sour, with time wasted and no agreement in sight. The memoranda of understanding (MoUs) with India’s government-owned International (Indian) Railway Construction Co (IRCON) and China Railway Engineering Corp (CREC) were then on the negotiating table after two years. Not a single meter of track had then been laid in Malaysia for the high-speed Trans-ASEAN Railway, although retiring Prime Minister Mahathir Mohamad then assured his Association of Southeast Asian Nations (ASEAN) partners of a railway link connecting Singapore with China’s Kunming. During the then drama - India has not publicly responded to the ongoing public comments, but, China had! In an unusual move then, China’s CREC announced through a diplomatically-couched statement that appeared in the NST - Business Times June 24 headlined ’Palm oil - for rail deal with China still on track’ claimed that the deal with China for constructing the southern grid was not canceled but was taking a long time to reach an agreement. That was quite diplomatic Both CREC and IRCON then felt (and perhaps still do) feel frustrated, as Malaysian treasury officials remained tightlipped , politicians and others are making various statements publicly on the matter which is causing severe irritation and anger and one would hope that common sense will prevail and we will honor our MOUs and get on with the job! Our politicians must remember that India is the largest importer of palm oil, nearly 700,000 tons. In June that year, Indian import of palm oil increased by more than 34.6 percent because of a delayed monsoon that affected edible-oil crops. The total increase in April the following year was 41 percent over the same period last year. As the barter trade partner for Malaysia, India feels that the progress is stymied because of minor details that can be sorted out easily if Malaysia is receptive enough. I was then advised the Chinese feel the same way. My advice today the 13 of December 2009 is this! Perhaps, we need to ask quite sincerely, as to whose interest, we are serving now by this inexplicable delay, changes and to alleged new requests from India to expand on the deal in respect of the original MoU? The way we treat our long lasting friends like India should not be by the operation of racist mind of a former leader or his and others long line of cronies, predators depending on their political links for survival! Of late our international image has had a battering and today I wonder who really respects us, more so when we are employing private contractors with millions of tax payer’s monies to surge upwards our image? (Part 3) Post Award - Are there ‘black hands’ at work now? What is upsetting Dr Jacob George perhaps - Delhi and IRCON need to ask? |

2003 INDIA-MALAYSIA: LACK OF PROFESSIONALISM & DIPLOMACY IN RAIL DEAL? (Part 1)
December 12, 2009 on 10:24 am | In General | Comments Off‘There should be honor and promises made must be kept - this I say to friends on both sides! Betrayal will not be tolerated and there will be a huge price to pay! He who has ears be warned! - Dr Jacob George

INDIA-MALAYSIA: LACK OF PROFESSIONALISM & DIPLOMACY IN RAIL DEAL?
One, would have assumed that Malaysian politicians, Ministry of Transport, policy makers, media groups, would have learnt, some rather bitter, but, useful lessons, in “international diplomacy and reasonable behavior”, after their ”stand off with India”, when, local police were accused of using “rather bizarre and high handed tactics” detaining a large group of Indian nationals, who were here, as ”IT Consultants!”
That incident, was well publicized internationally and resulted in India virtually “ticking off” our Ministers, on official visit on Indian soil, while another, proposed visit involving another senior Malaysian Minister was hastily canceled, their national hockey team withdraw from a earlier planned international hockey meet here, and, long term economic and bilateral relationships would have been severely strained and dented if, fast track apologies and damage control efforts were not put into place by an embarrassed Malaysian government including efforts like ‘busy bodies’ like me and my friends (several who are now MPs after the last GE) apologizing for the stupidity of a decision taken to give what was a Government to Government initiative to the personal cronies of a man who thinks he was sovereign leader and owns this nation for eternity!
I must state rather proudly here, that credit must be given to the ”quick and speedy remedial action in diplomacy” by many of us in the background just for the ‘love of King and Country’ and certainly credit to former premier Abdullah Ahmad Badawi and present Prime Minister, Najib Tun Razak who were both alert and experienced and whose personal touch and involvement, saved the nation, of perhaps, a barrage of reprisals, that would have left us quite, vulnerable economically.
We were not like the old guards of the Ministry of Transport and a certain ‘Indian Tan Sri’ – a crony of a former Minister who was more interested in making calls to IRCON urging that portions of the contract be given to their long line of crony companies rather than in dealing with diplomacy and merit!
But, in Malaysian and today even others in India (I will keep silent for the moment!) politicians forget rather quickly of “past sins” and thus, we seem to have come a full circle now with many issues involving the double track on both frontiers – north and South which will be embarrassing because many have forgotten to value friendship, promises, and most of all commitment both verbal and contractual!
To my friends in Delhi and IRCON – please do not make the mistakes of my country men!
To our locals – do not treat India like a ‘side-kick’, treat them with honor and dignity for they are Asian giants and our trading partners!

DECLARE WAR AGAINST UNQUALIFIED SURGEONS AND COSMETIC SURGERIES - PUBLIC MUST HELP!
December 10, 2009 on 10:54 am | In General | Comments Off‘This must stop and we need to work together!’ - Dr Jacob George

PUBLIC MUST HELP TO WEED OUT UNQUALIFIED INDIVIDUALS PERFORMING COSMETIC SURGERIES IN MALAYSIA!
I was deeply saddened to hear the death of a young vibrant young man in his early thirties!
He was not obese neither having any health problems but according to close relatives was obsessed by an urge to have liposuction!
And he did just that – and – that caused him his life!
Like him, many others attempting various forms of cosmetic surgery and procedures have either lost their lives or have suffered various forms of disfigurement in Malaysia or during their stints in Taiwan, Thailand, Japan, China and other dubious ‘hang-outs’ of these dubious ‘fly in-out’ medical practitioners!
Which brings consumer advocate - JG into the scene as I zoom in on those performing these medical procedures and seeking answers from the powers that be as to safeguards, checks and balances and why anyone with just a medical degree or mere post graduate credentials (without the cutting experience, let alone having being endorsed by another expert in that field) is allowed to perform all manners and sorts of cosmetic surgeries in this country?
As you can see I am now diverting all my energies and resources to get answers from the powers that be and to expose these individuals for what they really are – ‘an embarrassment to a noble profession!’
That is putting it quite mildly as I can use more superlatives and among them, some very vulgar ones!
As you can see I am also upset with this lad’s death!
Among those who are hurt and saddened by his death is his cousin, who is my dearest friend, a ‘brother’ that I never had, ‘an uncle’ to my two children and they love him too despite knowing him only lately but whom I have know for over thirty years from my Penang days and who is a very senior member of the medical profession, a dedicated and caring individual who does credit to the medical profession!
I am now seeking feed backs from the Ministry of Health and asking them to immediately put a stop to these forms of cosmetic surgeries in the private sector unless the person (s) performing has been endorsed by a select committee or by Malaysian peers!
If this is not so – then I will ask the Attorney General’s Chambers to initiate investigations into deaths and disfigurement on all cosmetic surgeries performed in Malaysia and to institute serious penal sanction which includes, manslaughter and murder chargers and to those who aid, abet provide ‘safe haven’ or a ‘venue to perform their trade’ other chargers!
Tomorrow I meet a few medical consultants with whom I have deep respect for over tea to discuss and receive their feedbacks!
They want this stopped as well!
The ‘private hospitals’ that facilitated these operations would also be roped in to face chargers under Malaysian laws in ‘aiding and abetting’ the said individual in this criminal and heinous act!
Having said that let us look at liposuction to greater detail!
I agree that liposuction is performed in great detail in the West!
And like any surgical procedure, liposuction has its risks.
I am told by experts in this field, for instance, there is a small chance of the cannula piercing an organ instead of sucking the fat.
According to a legally trained mind that has had enough exposure to medicine and its various practices is simply that a consumer/patient must make certain he/she verifies the credentials of the cosmetic surgeon before you undergo the procedure!
And not just for this surgery but for any surgical procedure and not just liposuction.
You minimize your risks when you make certain to choose a surgeon that has performed the procedure numerous times and knows exactly how to conduct the procedure.
Does that mean accidents don’t happen? Of course there is always that possibility but choosing your surgeon carefully will minimize the possibility.
There may also be the possibility of liposuction causing nerve damage or blood clots.
The more fat the surgeon removes during liposuction, the higher the risks are of complications developing.
I am advised that there are risks in any surgery but with elective surgery such as liposuction you want to minimize the risks as much as possible not just because you want to avoid complications but because many times the patient is paying out of their own pockets.
You can also minimize your risk of complications by making sure you are as fit as possible before you have liposuction.
That means you want to be in control of your weight through a program of strict diet and exercise in order to assure that you minimize the amount of fat pockets.
You should not be fearful of the risks associated with liposuction as long as you proceed with caution. Like any surgical procedure you need to follow the doctor’s order before, during and after liposuction.
Do not attempt to return to work or resume normal activities until your doctor tells you it is safe to do so. You are an individual, and even if your friend had liposuction and returned to work in a week, you must go on the advice of your doctor.
There are many different complications that may develop when you have liposuction, and your doctor is attempting to reduce those chances by making certain you fully recuperate before you resume your normal activities.
There is no way to prevent the risk associated with liposuction but if you follow the guidelines your doctor provides you will have little fear of complications.
You may also want to obtain a second opinion before you undergo liposuction to be certain your doctor is providing the soundest advice for you.
Anytime you contemplate surgery of any kind whether elective or medically necessary it’s a good idea to obtain a second opinion.
Sometimes doctors differ in the way they choose to treat the needs of patients, and this is in the best interests of the patients.
Before you agree to have liposuction, even if you have requested the procedure, talk to another doctor.
There are times a doctor may recommend surgery for reasons of his own rather than what is best for the patient!
Obtaining a second opinion from a doctor that is not connected to your medical team can provide you with information that is unbiased!
Got my drift!
CIMB COLLECTION CENTER CAUSED MY FATHERS HEART ATTACK OVER RM6000.00 CLAIMS SON! (Part 1)
December 9, 2009 on 9:59 am | In General | Comments OffShocking and sad - all over a RM6000.00 arrears when there are historical accounts where there are politically connected cronies and others being bailed out by our banks over millions - over failed and scam projects here, in South Africa, the African continent, Vietnam and other places even far away as certain former Russian states!
In this case a man was hounded repeatedly by a rude and ‘kurang ajar staff’ over late payments of a mere RM6000.00 over several days.
The debtor stated that he was trying to make arrangements as he was presently unemployed but no the staff went for his jugular even telling him that he should sell the property and other ‘rude and sarcastic remarks’ all uncalled for which triggered this person who was suffering from hypertension to collapse!
Is it part of the designation of staff in this department to engage in rude and robust conversation?
Was this necessary I ask CIMB Bank?
I will put out the full details of the conversation in due time and you can decide for yourself!
The Collection center an embarrassment and its staff are a bad reflection if this is how we address issues or deal with late payments.
This is harassment!
More so, after a letter of demand has been sent which provides time to make the necessary payments, failing which due process may take place but even here there can be the ‘operation of compassion’ in real and needy cases!
And not for the female ‘kurang ajar staff’ to tell the debtor he should put up his only house for sale!

Yes, this debtor by next week, now through the assistance of well wishers and friends will certainly find the money to pay the late payment of RM6000/- but if he dies - can CIMB Bank replace the person who is a husband, father and son to another, I ask its owner who also happens to be our beloved PM’s brother?
It is a pity when we become more obsessed ‘with KPIs’ than showing due ‘care and sensitivity’ when special cases show up!
Our campaign against RACISM of all forms!
NAZA GROUP WHERE IS YOUR CORPORATE RESPONSIBILITY? (Part 2)
December 8, 2009 on 4:09 pm | In General | Comments Off‘This is really shocking - if NAZA becomes the barometer of Malaysian companies level of corporate responsibility - we will be the laughing stock of the civilized world!
I have personally called these fellas - even their Director of Communication who promises to call back but does not!
So Prime Minister Sir - how can Malaysian companies with these kind of corporate attitude become Global players?’ - Dr Jacob George.
We are told in their website that Naza sets the bar high for customer services’
You Malaysian consumers be the judge by reading the enclosed complain that was highlighted over a week ago with no results so far!
The consumer complain that started it all still remains unresolved!

FLASHBACK: Jun/2001 - Development in Consultation with Community: Myth or Reality?
December 8, 2009 on 11:39 am | In General | Comments Off‘Some things never change - the official ‘bull-shit’ or hog-wash, the consultation that was not kept before project approvals or when danger lurks or tragedies strike - the desire to be accountable by releasing important documentation that shows clearly the fault lines! The question I raised several years ago is still unanswered and relevant even today and May God Help Us All! - Dr Jacob George
FLASHBACK: Jun/2001 - Development in Consultation with Community: Myth or Reality?
It has been an interesting week, indeed!
A multi million ringgit defamation suit has been filed! A leading newspaper called it a “Battle royale looming”, while others termed it “Watershed in good local governance”, or “Mother of All Suits!”
Anyway, it is a suit which is expected to blow the lid off over 16 issues, inviting a wide cross-section of witnesses, among them Ministers, Deputy Ministers and others in the local political, business and corporate circles!
The stakes, to state the least, are extremely high!
Incidentally, the suit is set against the backdrop of clarion call for good governance by Datuk Seri Abdullah Ahmad Badawi at the opening of the UMNO Youth Assembly. The DPM emphasized in his keynote address the urgent need for CHANGE! He also touched on the issues of transparency, accountability, an open door policy, turun padang strategy which outlined as the “new directions and ingredients for future political governance”.
While the DPM were making those noble calls, it is both hilarious and amusing to learn that there was an outcry by several local politicos who were upset with certain development projects. They were said to be disturbed by an elevated highway project linking Subang Jaya to the Damansara-Puchong Highway (LDP) which is speculated to, ah-hah ah hah ah-hah, cut across the Subang International Golf Club (SIGC). This ‘cut-through’ will also affect and several mahligais of the “Who’s Who” in the political and business sector.
The problem is: Those “rich and famous” living in the area was not consulted. As a result, a protem committee is being set up to oppose the highway project.
What is rather inexplicable is, among those quoted of being ignorant of the proposals is, Selangor’s Assemblyman and Exco for Local Government, housing and Squatters Committee Chairman - Datuk Mokhtar Ahmad Dahlan (Star Metro, June 21, 2001)!
There are calls made to the Malayan Highway Authority (MHA) and the Economic Planning Unit (EPU) of the Prime Minister’s Department, to clear the air over the said project!
Several issues seem to emerge from this fiasco!
First, this wall of secrecy over how similar million-ringgit projects were awarded to the same group of contractors - in some cases without any questions asked. But, like some say, this is “boleh land” and everything and anything is possible!
Let’s get back to the REAL issues.
One is on consultation, feed backs, transparency, accountability, and matters relating to managing the electorates at all times, not just before national elections!
If someone as high up in the Selangor State administration can cry ignorance over major project, I cannot but continue to feel sorry for us mortal beings who have to cry in the wilderness, hoping real consultation between policy-makers and the community can really happen!
We seem to have hoped in vain!
In the first place, this is not the first time the EPU has come under fire. What is so secretive? Secrecy of this sort is definitely doing nothing positive to avert confidence-plunging rumors floating in the market place.
I really for one cannot figure out why all the secrecy unless, of course, there are certainly more “juicy bits and pieces” that have yet to emerge. May be only time will confirm that certain people in very high places had skillfully put the lid on this until such time that it is politically correct to make the appropriate announcement!
It is interesting to note that nowadays the politicos are feeling the same the pain, anxiety and the strain as the poor, uninformed communities.
The common people have for years be cornered with similar million-ringgit projects that are planned on the land they have been living in for decades, only to realize all of a sudden, hundreds of armed policemen and security personnel with the local council enforcement divisions surrounding them, with bulldozers ready to demolish all in sight.
OK, we have read enough in the Press how “instant homeless beings” are created out of these events.
They all make a mockery of our commitments at international conferences, like the Habitat Conference in Istanbul!
Worse, when a multi million 33-storey building that is built right in your neighborhood, causing your block of houses to crack and sink, all that the relevant authority can say is: “Oh, we are only middleman!”
In such real-life scenario, who do you think can protect your interests?
Where is the spirit and commitment to Local Agenda 21 which formed the basis for an enhanced Quality of Life in the midst of mindless physical development? Instead, we are caught up in the evolution of grandiose and macro projects in the name of “development and progress” - and say YES! to the “Manhattan skyline” that seems so “fashionable”!
Of course, certain contractors and their political masters are happy!
But, is there any one taking into account the real causalities of all these?
Or, do we wait for another General Election to deal with all these things we call good governance that is accountable and transparent?
You decide.
SCANDALOUS - YOUR MOBILE NUMBERS FOR SALE – HOW CAN THIS HAPPEN?
December 7, 2009 on 10:03 am | In General | Comments Off‘It is a pity we have come to this where there is no respect for peoples’ privacy!
We have predators willing to invade our privacy to make money.

TIED IN SALE, PROTON AND AN ANGRY CONSUMER?
December 2, 2009 on 8:59 am | In General | Comments Off‘There should be no tied in sale at all period! But, many are still doing so and I am urging the Minister to seriously look at this ‘once and for all’ across the board for many in the Malaysian marketplace are doing this and to me this is unhealthy, illegal. anti consumer interest and plain profiteering!’ - Dr Jacob George
PROTON GET YOUR ACT TOGETHER! SAY NO TO TIED IN SALES!
Dear Dr Jacob George,
Please help to check out my concern with Proton.
I am interested to buy a Proton Saga BLM auto m-line. Looking at the price breakdown given by dealers:
Total sales price - 38159.80
On the road price with standard accessories - 40188.80
On the road price with standard and optional accessories package - 41498.80
Take note that the optional accessories package cost 1310.00 with include items like coil mat, plate holder, first aid kit, trunk lid cover, safety triangle, luggage tray, door visor and safety int.
I would like to opt out the optional accessories package but I was told by the dealers that the package is compulsory. But why in the first place they put it on paper as optional?
I would appreciate your help to iron out this matter with Proton would be much appreciated.
Yours sincerely,
Simon
